Drop the binocular in the water ;I immediately clean the exterior and put them in a bag with rice hoping that the rice would remove the moisture There is still a fair amount of water in? What can I do do to solve this problem?

The ony thing you can do is take the binoculars to a specialist repair shop. Taking them apart yourself and getting them back together again correctly without the necessary tools will be impossible.

In particular if you disturb the shims under the prisms (which sets their exact angle) you will never get them set right again without expensive optical equipment.

If you should decide to partially dismantle in order to let them dry out then be very sure you go no further than is absolutely necessary to achieve this. Use spectacle cleaner and cloth on the prisms and lenses, if accessible without extensive further dismantling.
