Drive can't be accecesed

Specs: Windows XP
The drive is running as a slave (it was a master but when it failed I switched it over to try and access it). I've run Western Digital's diagnositics and it comes back with:
Model Number: WDC WD400BB-60CJA0
Unit Serial Number: WD-WMAAE1011564
Firmware Number: 16.06V16
Capacity: 40.02 GB
Test Result: FAIL
Test Error Code: 11-Cable Test::Read diagnostics sector error!
Test Time: 19:30:25, December 26, 2009

BUT the cable is not bad! I have used another slave drive on the same cable just to make sure and I hae swapped out the cable with the same results. I assume it is something internal to the drive hardward. Am I out of luck except for sending it off to a data recovery service??

So can you see the drive while in Windows? Either in My Computer or Disk Management? If so, what is the status?

Try using recovery software. Look at the options below.

PC Inspector (freeware)
Zero assumption Recovery
The demo is limited
It will only recover 'up to' four folders per run
But you can make multiple runs
IMO the best, but not free

No the drive cannot be seen by windows xp. I have tried several of the best recovery software packages. They can see the drive but can't recover anything (read error on sector - all of them). I've done a deep scan, etc.. I am fairly knowledgeable but not when it comes to hardware issues hence the question regarding the cable and potential internal hw issue with the drive.

I guess at this point only a recovery service will work.

So you are saying the drive isn't showing in My Computer OR disk management. Should show in disk management.

Try using Knoppix on it. Knoppix is a live version of Linux that can read Windows files but doesn't need the tables. Knoppix is a large download that installs to on CDR or DVDR.

I will try Knopix as my next step before sending the drive out to a recovery firm.
