DPMS off mode reboots

for some time now any time i turn on my computer it just spontaneously reboots. Right before any reboot, a blue box saying "DPMS off mode" comes up and disappears... then the entire system reboots.

I've figured out what DPMS is ...despite what DPMS does, why does it end up rebooting the entire pc, and how do you fix it?
