Do I need a new sound card?

Specs: Windows Vista
Recently, my cheap 2 speaker system that I originally got with my computer started to crackle. Enough so that it was intolerable to listen to. You could still make sort of make out what it was supposed to sound like (whether it was music or videos or whatever) but the crackling overpowered any resemblance of decent audio. I figured since my speakers were cheap that I had blown them out and just needed new speakers. I just got another 2 speaker set (Logitech) and when I tried them out the first time, I got the same crackling. After unplugging them and replugging them in I got no sound. Just a constant high-pitched tone. I then plugged in my headphones both to the speaker unit and my computer tower itself. I got the same high-pitched tone through the speakers. Do I need a new sound card? I know nothing about them so any insight would be extremely appreciated!!!

Sounds like your sound chip fizzed. Make sure you have an empty pci slot open and look at these.
