I have this little problem with my hub: When he loose power (we have power problems when is stormy weather - hole region) and when the power is back, he start to blinking on every lights that is connected for 30 minutes, maybe more and that time LAN is 'dead'. After that, hub starts to work like nothing has happend. ??? P.S. Sorry, bad english.
If I'm not back in 5 minutes... just wait longer...

Yes, it should not do that. Thirty seconds to a minute would be ok but 30 minutes is not. I suggest you replace it with a new switch. Switches work better. In The U.S. I have seen/bought new D-Link DSS-5+ 5-port switches for as little as $15 (on sale at Office Depot.)
