display resolution issue

Hi I have an annoying resolution problem. I am running a HTPC with a GB MA785GM-Us2h mother board which has inbuilt ATI Radeon 4200 graphics chip. I am running Win 7. I have the system connected via HDMI to HDMI to my 42in Panasonic G10 plasma. The display is recognized as a Panasonic TV and is set at 1920 x 1080 according to display properties in catalyst control center. The tv image and desktop all look good however i have installed some programs which will not open because they say the resolution is set too low! for example handbrake tells me the program wont open because my resolution is set at 960x540. I also have power director 7 installed but it won't open because the resolution settings are too low. The dialogue boxes that tell me this have blurred text and look like low res but the text on the desktop, internet, other programs all look sharp. I do notice that i some dialogue boxes (i.e in driver setting in device manager) also look blurry. I have been in the catalyst control center and played with everything to change this but can't find a solution. I have updated the driver and rolled it back.

Any help will be appreciated . Is this a Bios setting that needs changing? The pulling my hair our trying to fix this. (and I don't have much to spare!)
