Display problems after restart!

Hi everyone,
I am getting a strange display problem on my newly built PC and would be very grateful if anyone could help.
Windows XP starts normally without problems, then after restarting (for instance after drivers installation) the display becomes corrupt and flickers in boot/BIOS mode and while showing the Windows splash screen upon loading.
After Windows itself has loaded, the problem disappears and everything is normal.
I have a Powercolor ATI 7000 graphic card -- in case this is of importance.

Your graphics card software is not loaded before the XP splash screen. So if you are having problems before this point then the fault is a compatability problem (or a wrong setting) in BIOS.
