Did you go to NVidia and download the latest drivers? Maybe it depends if you use a digital output or analog?

Are you connected to the DVI connector on the flat panel? I think that is required for this to show up.
I have two computers with LCD flat panel monitors. One uses the VGA input while the other used the DVI one. The "Digital Flat Panel Settings" only shows up for the one connected to the DVI connector.
