Desktop won't boot, but fans go full speed.

Specs: Windows XP
I'm rebuilding an old crappy desktop as a summer project. It's an emachine. (I know, I know.) I'm trying to figure out what parts I need to replace first, or which ones are necessary to update to actually get the computer working. As of now, it won't boot up.

When I push the power button, the fans all turn on (the processor fan goes high speed as if it's trying to cool an overheated processor), but the computer never boots. The monitor shows a "no signal" alert and then goes into standby mode.

I did a bit of googling and found one forum with a solved question similar to mine that suggested swapping the internal memory around. I did that to no avail. I also moved the RAM to a different spot and cleaned the dust out of the power supply. No difference.

I'd appreciate any suggestions!
