Dell XPS-400 usb failure

All the USB Ports on the mother board do not work anymore and the mouse and keyboard do not work. I installed an USB Port into the expansion slot and now the keyboard and mouse work only after the OS starts up and prevent me from going into the setup menu. Everytime the computer starts it says keyboard failure then begins to run. Does any one have any information or advice to help with the problem. Thanks.
