Solved DELL Vostro 200 starup problem

Specs: Win xp SP3, pentium 4 3ghz HT
Dell Vostro 200 mini tower, Windows 7 32-bit.
System was working fine last year, the problem started January 2014. Usually it happens when the system is off for a long time. When power button is pressed the fans comes up very fast(loud) and stays on with no display, multiple attempts(switch on and off until it display post) must be done for it to work.
When machine is up and running it works all day without a problem (even if shutdown and started again it will post, boot and work fine) . According to AIDA64 readings the temp are fine(around 50c for CPU cores), i even try to stress it and it passed. No hardware or BIOS upgrades have been performed.
I'm starting to think it is a power supply problem.

I think you are probably right. Try a new PSU.
