Dell studio laptop boot problem

Specs: Windows 7, intel/ 2gbt ram
I have replaced the primary Hdd on my dell laptop with the secondary hdd I used for storage, obviously I need to do a clean install with my win7 home premium disc, problem I cannot get the laptop to boot from the disc, I have gone into the bios to change the boot sequence to CD/DVD but strangely when I save and exit it keeps reverting back to the default boot sequence which reports boot manager missing. Am I missing something here?
some help and advice please.

When you booted from the DVD do you get the "Press any key " message. If you don't press a key and this message is ignored, it will cancel the DVD boot and continue to the hard disk.

Do you have another bootable DVD to can test the drive with. Then there is always the possibility that the DVD is damaged and will never boot.

yes I did get the press any key message, but I then get the "BOOTMGR is missing as aforementioned understandable as it is trying to read the hdd instead of the disc. I cannot get the boot sequence to stay changed when I exit the bios setup it reverts back to default boot.

When you exit the bios are you using the save changes and exit option; or simply exiting?

Often there are two boot functions available. One can put the CD/DVD drive permanently ahead of the C drive, the other is only temporary. Any chance that you only made the temporary setting?
