You should open cover of the computer and then check that power is coming or not.
Open the cover and put the power. Check that cpu fan is rotating or not and LED is blinking.
If power is not coming then you should change the replace Power supply and then check.

If nothing comes on the screen but the lights on the front flash on and off i believe that's the power supply.

He said that the fan is not running but the board has a flashing amber light. Obviously the board has some form of power because it can't flash a light by osmosis. More than likely it is a voltage issue. Try unplugging every power connector (HDD, FDD, CD etc...) exept the power to the mother board and see if you don't get a different response.

The power supply has to provide several voltages. The motherboard checks to make sure all the voltages are within specifications. If they are not, the motherboard shuts the power supply down to standby.

Standby is the normal shutdown level, with some voltages still supplied.

The power supply is most likely the problem, but it 'could' also be the motherboard or something connected to it.

This is why I recommended the test that I gave involving unplugging all of the drives etc...if it works then an external device is the culprit, if it still behaves the same then either the MoBo or PSU are to blame. At that point try a different PSU on the MoBo only to test the PSU.
