Dell DVDROM drive won't read disks

Specs: Windows XP
My dvd rom drive will not read any type of disk at all. When I put a disk in, the light comes on and it makes a sound, but that is all that happens. If I go to my computer and attempt to manually start the disk, it prompts me to insert a disk. The device manager says that the device is working properly and that I have the latest version of the driver required. I have blown air into the drive and opened the cover to blow out the inside. Any other advice?

Device manager can't know if it's working. It only knows the DVD rom firmware is responding correctly.

Can you boot the computer using a bootable disk in the drive? If not, there's a problem with the drive. Is its data cable firmly connected and in good shape?

If you can boot with a bootable disk then the problem must be somewhere in windows.
