Delayed power at start button no stop after

Specs: Windows XP
Lost power to my home last night and when it was restored there was no power to the PC's start button. No Blue Glow. I removed the power cord and let it set for over an hour. Plugged it back up and it came on Then my monitor starting going to sleep and I lost my Optic mouse power and keyboard power. I tried to push the stop button and held it in for 5 mins and it never shutdown. I reluctantly unplugged it. I waited a few minutes and plugged the cord back up and pushed the start button no power to the switch. A steady green light is coming on the power supply and bleeds off after it's unplugged after a few. I just went back and plugged it back up and now it's running fans etc but no video or USB power for my mouse or keyboard. I connected them in several usb ports to make sure and nothing. I still have no monitor at this time and I can't turn it off at the switch by holding it in. If I could see what I was doing I could check my BIOS or try to shut it down properly but... Any idea what I've going on here?

Its not a software issue but a hardware one. Sounds like a power surge messed up your power supply. Get a new one.
