cursor freezes on windows 7

Specs: Windows 7
cursor freezes while working.can only get it to work if I shut down and reboot?

If the mouse is USB connected, try unplugging it and plugging it back in.The same applies for the USB transmitter / receiver for a wireless mouse.

Usually if you hold down the power button for at least 4 seconds the mboard will shut off (depends on a bios Setup setting but that's often the default) , then you can boot normally and the mouse should work.

OR, if Windows works fine otherwise, use the keyboard shortcuts to Shut Down or Restart Windows properly...
Press the Alt - Ctrl - Del keys at the same time, then press the Alt - u keys at the same time , then type u for Turn off, or r for Restart

If your touchpad mouse cursor won't move when you start or restart the computer, most laptops have a key combo that toggles the touchpad on / off - see the Owner's or User's manual.
E.g. For a three year old Acer laptop I have, that's Fn + F7 - the F7 key has a blue icon that looks like a tiny touchpad with a hand with an outstretched finger over it.
You could also try toggling that when the cursor freezes.
