crackling sound at start&shutdown

Specs: Windows XP
I have been having trouble booting up Windows xp
intermittently. When it does not boot it shows screen with "unable to boot insert disk in A drive.
I have had to replace hard drive and it persists.
I get this sound at start up and shut down that has a crackling sound like out of an old radio.

Well, the A drive is defaulted for a Floppy disk, so I don't really get that. Can you open your computer and try to determine where the sound is coming from?
