Hello I am using a 2.8 Prescot 1Mb cache cpu from Intel on a ASUS P4P800SE Motherboard, a Sapphire 9600XT video card and a audigy 2 ZS and the cpu temprature is concerning me ...
At this moment Asus probe lets me know that the cpu temprature is (49 Celcius) I just played a game called Americas army and during the game its temprature was 65/66 degrees Celcius but then decreces repidley to unther 50. The cpu temprature is never bellow 30 degrees ...
what does this mean ???
I replaced the standard fan with a zalman koper fan. but the temprature wont go below 30 ... my friend has a 2.4/533 and it does go below 30 degrees

The Prescott P4 run hot. High 40's at idle is "normal" & I've seen reports of loaded temps at 70C+. There's no danger because they're thermally protected. I'm guessing your friend's P4 isn't a Prescott?
A properly cooled case "may" help, but it appears your temps are in the ballpark. How many case fans do you have & how are they arranged?

Just to back that up, have a look at this article...scroll to the bottom & look at the temp chart. Their 2.8 Prescott temps are almost identaicl to your's...47C at idel, 66C loaded:

I got an excuast fan unther the PSU and a cool air input fanon the front blowing cool air over my harddrives. thanx for easing my concerns : )

I worried these guys to death about my cpu temps. Then I figured it out.
The exhaust fan because of it being so close to the cpu fan was diverting the air flow away from the intake side of the cpu fan. By slowing down the back exhaust fan a mear 500rpms the cpu fan now gets its share of air. The exhaust fan then blows it out the back.I may be crazy, but I'm not stupid...
