Cpu or motherboard dead/ both?

Product: Xfx Nforce 780i 3-way sli motherboard - intel core 2 quad q6700 processor 2.66ghz

I need help, I tried installing a new cpu fan
which I have done before. When finished I tried
booting up like normal except I noticed right
away all LED's were on including a new
Orange/red one underneath the cpu fan was o
n. All the fans were running fine except
monitor was off and no booting noise came on.
Did I just blow up my cpu, and or
motherboard/psu?

These are my specs:
Intel Core 2 Quad Q6700 2.66Ghz Socket 775
CPU
Corsair 4096MB PC6400 DDR2 800MHz
(2x2048MB)
XFX GeForce 9800 GTX + 512MB PCIe w/Dual
Link DVI
XFX nForce 780i SLI Socket 775 Motherboard

Why did you install a new CPU fan? And when you say "fan", do you mean HSF (heatsink w/fan)?

If you're removing the heatsink, you have to thoroughly clean the bottom of the heatsink & top of the CPU to remove ALL traces of the old thermal material. When you reinstall it, you have to properly apply a small line of paste to the top of the CPU only, then simply lock the heatsink in place. The paste should NOT be spread around. If you did it differently than the following instructions, you did it incorrectly.

My other HSF was not cooling the CPU properly. THe cpu was running relatiely hot and this was not with any overclocking just regular use 65 c lowest I saw was around 50c at boot up.

I appologize I replaced a heatsink/w fan. For the reasons I
specified earlier. I followed the installation and cleaning
procedures you posted and still recieved that same problem.

Updated: I tested my CPU and it is working properly so that is
not the problem. The Last thing to test is motherboard. The
4/8 pin is somehow not giving the cpu power. I am guessing
my motherboard shorted out in that specific area.

Update:

Took the motherboard into a technician and told me motherboard is dead.

Case solved
