cpu or mobo is making noise

Hi all,
I have just put my new computer together and when the cpu is NOT under full load there is a hissing or screeching sound (its a bit like a modem dialing up but not so loud or varying. It's like a hum and a hiss and a screech all put together) comming from either the CPU or the MOBO. It starts at the windows login screen and then by the time windows has almost finished loading it is at its loudest. I have changed the psu and it still does it.
I have:
an Athlon 64 3000+ an Asus K8V se deluxe mobo 512mb of kingston ram at 400 mhz a WD 200 GB 8 mb cache hdd a geforce 3 ti200 video card a wireless optical desktop elite kb and mouse set
Any help or suggestions would be greatly appreciated....this sound is annoying.

Are you sure the noise is not coming from your geforce 3 ti200 video card, take a closer look @ the GPU fan. The easiest way is to pull the card and then turn on the PC and see if you hear the noise you talked about.

Are you using an EVGA graphics card? If so, they have been known to squeal, mine does. I don't know why though, maybe they use cheap caps or something.
It could also be your hard drive. And as Sabertooth suggested, your graphics card fan or it could be another fan in your system.

Thanks for the replies.
I am absolutely sure that it is not the graphics card. The sound is definately comming from either the cpu or the mobo right near the cpu.

Summary: Here's the deal: after unplugging all peripherals from my system (HD, CD, Floppy, Modem, NIC, Sound) and powering up with JUST the AGP vid card installed, I see NO video. I swapped vid cards w/ a PC...
