The fan probably just quit turning because of bad bearings.
You need to replace the CPU Heatsink fan. Be sure to get a fan with the correct CFMs.

the 1.6 probably wont generate much heat but to be on the safe side leave it off until you replace the fan (and some heat sync fans cant be replaced so you might need a new heat sync for the cpu) but don't worry because the fan or fan and heat sync wont cost you more than $20 cad, the fan would cost $5 if you can find one that fits your old heat sync... (and i did my first computer hardware repair when i was 8 years old and my first system build at 12 years old and my parents or friends didn't know anything)

The case fan will not keep the CPU cool. I will assume that you are talking about a desktop computer as opposed to a laptop.
On the top of the CPU heatsink is mounted the fan that is not working. Most likely the bearings just wore out and froze up. There are usually 3 or 4 tiny screws that you can back out, and the fan will remove from the top of the heatsink. This will not affect the CPU itself. Clean the heatsink of dust & dirt, and replace the fan. You can use an old one from another computer if you wish.

Just put on the case fan on top of the heatsink. now it is running fine. The new fan fits like a glove. thanks for the help.
