cpu fan running at full speed

Specs: Windows xp
my wifes nec powermate vl260 cpu fan has started running at full speed despite the cpu temp staying around 30 degrees. Ive tryed cleaning dust out, switching psu, checking heatsink is firmly in place.
have now also found that the bios hangs if I try to select pc health status.
anyhelp wuld be greatly appreciated thanks

How are you getting the temperature reading if you can't get to PC Health?

The link below is for the specs on the computer. It appears that general model number can be applied to a number of different units. All are running Intel CPUs. Intel has a setting to throttle called "speed step". That setting may be disabled. The additional links below may be of some help.

I don't know why you can't view PC Health. That is odd.

im having to check the temp through windows using realtemp.
speedstep is enabled but have now found that the floppy controller is failing.
