CPU fan making loud noises

CPU/Ram: Athlon XP2000+

I have a Vocano 9 heatsink for my AMD Athlon XP 2000+
After a few weeks I start to hear this loud and unsteady groaning noise that the fan makes when I boot my computer. It stops when when Windows starts. Why does this happen before Windows and is it normal?

Forgive my ignorance but what is PSU? No. I'm pretty sure it's the fan connected to my CPU's heatsink making that noise.
