cpu fan control

Specs: Windows XP
iam using dual core processor @2.8GHz and INtel946GZIS board and my system is getting thermally heated up frequently and allthose dust in fan is removed and thermal paste is also applied correctly.could any help me to run the fan at the maximum speed and tell me whats the procedure to do it?

There might be something in the BIOS to change the temp at which the fan comes on.

Meaning a very thin line of paste down the center of the CPU, running in line with the cores, not perdendicular to them, right? Not spread all over like frosting a cake?
