Could a Broken USB cause completePF

I plugged a USB cable into my PC the other day while it was on and it powered off... I couldnt find out what the hell was wrong with it But on closer inspection the USB port is actually damaged and part of the port is stuck in the cable. Could this of caused complete power failure and stop the computer from booting up?

Yes, this is possible.
USB ports are part of the circuit on a motherboard and a faulty plug can short it.
It is the same princple as a plug being faulty on your house supply, it can fuse your mains electric.
This is what seems to have happened in your case.

USB ports do have power present on them. I'd say you have a short in the connector.

If you can get the board out, and find a person who is comfortable working with modern electronics, you might be able to AT LEAST remove the old connector, and then add a third party USB board if need be.
