Corrupt video (Vertical lines) New everything

Specs: Windows 7, Intel Q9550 / ADATA DDR2
I had a HP DC 7800 for a HTPC with Q9550 processor and 4 gb DDR2 ram. I put in a PCIE Radeon 4650 and problems.Put in a NVidea 9800 GT and no change. I then purchased a Booster 5X and another PCIE Radeon 5750 and still no change.

I just purchased a Silverstone LC17B case, Corsair CMPU 750HX PSU, Gigabyte GA EP45 UD3P, the same Q9550 processor and new 8gb ADATA DDR2 ram with the 5750 and still some pictures and Netflix video has interment multicolor vertical corruption on NEC monitor and Samsung 65" Plasma. The PSU and Case run cooler (41°C vs the HP DC 59°C)

The operating system is Windows 7 Ultimate 64 bit with all of the updated drivers through driver agent. I have disabled the audio driver from the 575O and used the new MB audio but nothing seems to provide uncorrupted video. I don't know what else to try.

Possibly, but in typically in Windows I go to the hardware section and see first if there are any issues, I also click on the device to update or disable a driver like I did for the HD Sound for the Radeon HD 5750 video card,

I have also gone into the Catalyst Control center and decreased clock speed and memory for the card and it seemed to help but there are still artifacts.
