I have a DELL Latitude 4300 PC with a VGA female output, and a TV with a red, white, and yellow female inputs (not sure what this is called in technical terms). It is a regular interface that I usually connect to my DVD player. I tried the VGA to RGB cable but that did not work. Please suggest me what cable should i use and where i can find that. Additional Info, i have a 7 pin svideo cable s pin male port with Red yellow white male ports which works fine with my Dell inspiron laptop.

You need a VGA to composite video adaptor. The yellow socket on the TV is composite video. The read and white socket are audio left and right. Fot them you will need to run an audio cable from your sound output. For that you will need a cable with a 3.5" jack on one end and two RCA plugs on the other.
All these cables are easily available.
