ComputerCooling and video card fans go to max

Specs: Windows XP
Ok long story short;

I was cleaning my computer blowing off the dust and using cotten buds (gently) remocing the dust from the PC. The moment I plugged everything back in and started up my computer both cooling fan and graphics card fan (Ge force 8400 sff, 512mb) were running at max but the PC did not go past boot up.

I took out my video card and ran on my motherboard card and everything worked fine, do you think I've possibly damage my main video card :(

Make sure the v-card is seated well in it's slot. "My motherboard card" it's not a card call it IGP or ONBOARD VIDEO.
