Computer won't turn on properly after burning

Specs: Windows vista
my computer wont turn on properly after a burning smell... my friend was playing left 4 dead and the computer just turned off I woke up to a strong burning smell and told him to just leave it off to cool down...

Now my computer turns on but i still smell a faint burning smell and i get no signal on my monitor, the computer does not turn on all the way since a simple tap on the power button turns it off completely.

I tried my old PSU (which is not strong enough to power my graphics card) and I got the same problem.

Can it be my graphics card or can it be something else? The cooling fan on the graphics card still spins so I am not really sure what the problen is.

Graphics card: nVidia 9800 GTX+
PSU: Corsair 550W

when the ps goes it often takes other components with it. I would pull everything out of the case and attempt to bench test the board, with know good parts. look for bad capacitors.
