Computer won't turn on, poss mobo short?

Specs: Windows 7, Intel i3 core/4 GB DDR3 RAM
Hi all,
So My computer died last night. Was using it and all of a sudden it shut off and would not turn on again (no booting, no lights, nothing). I opened it up and all the connections from the PSU to the motherboard were fine, however there are no lights signifying that the motherboard is recieving power, except for the card reader I have in the front of the computer. When the PSU is plugged in, the red led light on the card reader is on (regardless of whether the PSU is switched on or off). However when I unplug the computer, the red light does not immediately go away but stays on for a few seconds. Based on that my guess would be that the motherboard somehow shorted out, but is there a better way to check/test (I have a voltmeter) before I go and buy a new motherboard?

Sounds like the problem is the power supply itself. That would be more likely than a short in the motherboard.
