we have a computer that only starts up once in a while. All the other times the fans and power lights come on, but the hard drives don't spin up, and you can't even open the CD drives. We tried a different power supply, tried different outlets, and so far nothing. Any ideas?

if you reseat your CPU and cooler, you'll need to reapply a new thermal pad, or a new coat of thermal compound, also, refit everything, cables, RAM, etc, just to be sure
