computer wont start up at all

Specs: Windows XP, 1GB RAM
fan,monitor mouse and keyboard doesnt turn on..when i press the power button the blue light shows up and it sounds like its running but its not..the power supply fan is the only thing running

Sounds like something might have gone bad hardware wise. Anytime you turn on a PC, you should hear a single beep after a few seconds... that beep is the last line in an operation called POST (power on self-test), if you don't hear that single post beep, the machine didn't complete it's self-test. Try disconnecting everything from the pc, and turning it on again, and see if you hear the post beep. If you don't, and you are comfortable/knowledgeable working on hardware, you can open the case and reseat the ram, make sure everything is plugged in ok, etc. After that, if you don't hear the post beep, it's goose chase time.

Also, keep in mind that your data has probably not been lost if the hard drive is not the problem. In the worst case scenario, you buy a new computer, you could also get one of these:

pull out your old drive, and connect it to your new machine to get your data.
