In my experience, this is most often caused by a faulty power supply.

There was a wierd smell and i thought i saw a spark. Would that also be due to powersupply?

Hi,
Are you seeing anything at all? Any lights? Any fans start?
Check all power connections. Make sure board is not grounded to the case. P4s have two power connectors. Try a known working power supply.
More detail needed.

Where did the spark come from?
Check board for burn marks if the spark came from the board. Also, make sure stand offs are positioned properly with no extra ones in there. Make sure they are not touching any solder traces.
If it came from the PSU, try a known working PSU.

If the power supply fan is still working then that's not the problem. Try checking the Processor w/ other computer.

OK i pretty sure its the PSU. I asked how much he paid for it he said $16. ITs 450. But after a few more trys it just doesn't work anymore. Theres a green light on the MOBO but thats it. the fan doesn't work on ANYTHING not even powersupply. Weird.
