computer won't boot

when i turn on the computer, the psu fan goes on for a while and then everything dies before the pc boots. does this mean there is something wrong with the psu or could it be something else? thanks in advance.

i havent added any new components. i suspect that the psu shorted out because my computer turned off during a power outage.
