Enter safe mode and disable non ms startup items & services.
start > run > type "msconfig" without " > startup tab and uncheck all items > services tab, check hide all ms services at the bottom & uncheck all the services. Reboot and start using normal mode.

I think repair OS is your best option. U are going to need original OS disc. Do u have win xp or win 7 installed on your system?

Did anything happen to it or did you make any changes to it between the last time it worked OK and the first time it didn't?

What do you mean by 'startup page'? Is it the Dell logo or the windows logo?

What do you mean by it won't let you enter safe mode? Can you get to the boot menu screen and scroll to the safe mode option but it doesn't boot to safe mode or do you not even get to the boot menu screen?

I don't think anything happened and no changes were made.
It shows the dell logo. It says f2 for setup and f12 for startup options but neither of those shows a 'safe mode' option.

Yeah, start tapping F8 just as the Dell logo shows so you don't miss it.

If it still doesn't go there, reboot and hit F2 for setup and make sure your hard drive is being detected.
