Computer Start Error

My Computer turns on but when it does it goes to black and says (A disk read error occurred press Ctrl+Alt+Del to restart) I did Press Ctrl+Alt+Del a few times and the same msg popped up. My Computer a Toshiba Windows Vista

Is there a disk in the floppy or cd rom? If not try safe mode.
