computer shuts down at boot up

Specs: Windows Vista
get to windows loading bar and then the computer shuts off. i have tested power supply its good. i have tested the ram its good. i cleaned the heat sink and reseated the cpu. cpu is not over heating. i can boot into safe mode. but when i tried to boot from cd to reinstall windows it turns off. i was able to load up the cd in safe mode and reinstall that way but it still turns off at boot up.

Try live linux cd maybe. Try another ms install cd/dvd and see how far it gets.

Might try memtest.

Might have bad cd reader or any part of, might be ram issue, might really any part.

Set bios settings to default or failsafe and try again.
