Computer Shut Off Curing WIN7 Install

Specs: Windows 7
Well, I really messed up. I had XP on the
system (built by my bro) and I was upgrading
to WIN7, but during the last steps of the install
I wanted to unplug one of the fans to see if it
would be quieter. Doing this caused an electric
shock or something, and the whole system
just turned off.
Now when I turn it on, it splashed to the first
screen where it says some system information
and on the bottom if has the option for F9 to
enter bios, but nothing actually happens when
I press any keys on the keyboard. I had the
WIN7 CD is the drive now (before I had the file
on the computer and was installing it when it
shut off) but the computer will not even read
the CD, and I cannot enter BIOS so I don;t
know what to do.
Did something get fried when it shut off? Hard
drive maybe?
I would really appreciate some suggestion. I
really f'd up and feel really crappy.

U unplug system fan while the system is running(installing),did u c hdd and optical drive recognized on post screen? Have u try another keyboard?
