Computer shorting when plugging in

Anyone got any ideas for why my laptop shorts when plugging in/removing a device from the USB ports. I think that it is an earth issue.

The computer is a laptop.

Sounds like a grounding issue. Have you added new hardware or bumped or dropped it?
