|Off the top of my head it sounds like a hardware issue if it is happening that fast and well before Windows loads.|
None too hopeful but nothing lost by trying this bit of trickery:
With both the battery and mains plug removed, hold the power off/on button in for about 20 seconds or so. Sometimes residual stuff gets left in the chips (jargon is "flea power" if you care to look it up). Then restore the battery and mains and cross your fingers.
I thought it was bunkum at one time but it has helped me out once or twice.
