Computer Restarts before CD Boot

Specs: Windows XP

I have a problem with a spare computer I'm trying to get going.

It is a pentium III 866mhz socket 7 with a 10gb WD hdd, sony cdrw, S3 PCI video card.

I have set the BIOS to boot from CD-ROM first then HDD and I have the CD-ROM on its own IDE cable.

The problem is it gets to the part just past POST where it is about to read the CD from the cd-rom drive (the cd drive comes up as working in the POST) and then it simply resets itself.

PS (im trying to boot from a Windows XP CD with SP2)

Any suggestions?

Might be two basic ways to start. One is to test PS.
Another is to remove all parts from computer using esd safeguards. Return the cpu and maybe one stick of ram and connect one drive such as floppy or cd and try to boot it.

The system obviously boots up into BIOS so there is no need to completely strip it down. One of that vintage should have a floppy drive. See if you can get it to boot to a floppy and then try reading a CD.
