Computer powers on but no picture

I recently built a computer with the following specs:
CORSAIR CMPSU-750TX 750W Power Supply EVGA 750i FTW Intel Mobo OCZ Reaper 2x2gb PC2-8500 RAM Western Digital Velociraptor WD3000GLFS HDD EVGA GeForce GTX-280
After booting the computer up with the GTX-280, the fan on the card would not spin and I had no picture, so i figured the card was DOA. I installed the 7800GTX I currently have to see if it would work so that I could just get Windows installed. When I turn the computer on, the 7800GTX fan turns on and i hear everything running fine, but I still get no picture. The thing is, the monitor light stays orange until I turn the computer on, then it goes green like its receiving a signal, but it just does the self-test. I am going to put the 7800GTX back in and install a bios speaker to see if its POSTing. I appreciate any responses given.
