Computer makes whirring sound

hi my comp makes a weird buzzing/whirring sound when the windows load screen pops up, why is this?

It's either one of the fans or the hard drive. Those are the only things spinning unless you forgot to remove a CD out of the drive. How do you know when a politician is lying? His mouth is moving.

If there's a cd in the cdrom perhaps it's spinning up.
