Computer is dead after RAM upgrade

Dell Inspiron 530 desktop

Specs: Windows Vista, 2gb
I have a dell inspiron 530, which originally had 2gb RAM (2x1) in 2 of the 4 slots. I purchased some RAM which was supposedly compatible with it (checked with the manufacturer) for a 2gb (2x1) upgrade. But when i turn it on it just gives 2 beeps and the fans on full power but no monitor output.

So i try it with the original RAM only and exactly the same problem so i thought maybe i damaged them all somehow with static discharge/ the new ones werent compatiable.

I then got a 100% guarenteed compatiable 2x1gb kit from thinking it was a problem with the RAM, and an anti-static bracelet for good measure, but i get exactly the same 2 beeps on power up.

Ive been searching for days and have tried:
making sure RAM is properly seated.
taking out the motherboard battery.
Clearing the CMOS.
Using every peice of RAM individually.
maybe some other stuff i cant remmeber right now

any help is appreciated this is driving me nuts. Is it possible the computer is dead for good???
