Are all the fans spinning after turning it on?
- If no fans spin, try another power supply.

If they do turn on, do they turn off after a while?

Try to reseat all the RAM memory cards (take them out and reinsert them).
- try different RAM

Remove the CMOS battery (silver button battery) and reinsert it.
- This resets BIOS settings

Make sure that the 24-pin and 4-pin power supply cables are connected to the motherboard (common mistake).
- Disconnect and reconnect them

If you know the power supply is good and the RAM memory is good, then most likely its the motherboard that is bad.

The power supply cables are plugged into where they fit. The longest one is the 24-pin cable that goes into the motherboard. There is 1 that has 4-pins in a square form. That goes into the motherboard as well to power the CPU.

The CMOS battery is the silver button battery attached to the motherboard. You will easily spot it. Use a screw driver or pen to push the clip that holds it in. It will pop out after pushing the clip.
