i just put a new 420 wat power supply in and a new 6600gt video card and for some reason every once in a while when playing a game everything gets electrically charged. nothing happens to my computer performance but when i touch the case or anything connected to the computer i get a little shock. not static shock. could it be a faulty power supply or video card? after a minute or so it will go away for a while.

Probably you don't have a GND outlet. The best thing you could do is take a piece of wire and connect it to the PC case (to a screw on the PSU is usualy best) and to an earth pipe (from radiator, gas or water supply) If you can chose use the cold water pipe. If you live in a flat probably the best (closest) thing is the heater's pipe.

i have a wire running from the case to the psu already. but why would that matter? the psu is connected to the case with screws...i guess i will have to check out the wiring in our house. it sems od that it just surges at certain times though.

You should be able to get an inexpensive unit at a local hardware shop. It plugs into the socket and checks the wiring.

You don't need an wire from the PSU to the computer Case, you need a wire from the PSU to a grounded metal object (like the heaters pipes)
