computer doesn't start after being unplugged

Specs: Windows XP sp2
Hi, a Computer at work will not start first thing in the morning. we turn off the power at night. In the morning the machine powers on (fan turns on, dvd light blinks) but nothing else happens. After about 30 mins, I force the machine off and it will start. It seems like something discharges overnight and needs time to recharge before it will work. I have replaced the battery and cleared the COMS. I'm thinking it may be the power supply or the motherboard. I'm not sure what might be discharging when there's no power to the machine. Any ideas will help, thanks to all

Is the computer a stand alone or do you boot to a network boot?
