Computer Doesn't Boot At All

Specs: Windows 7, AMD Athlon x2 64
I got a computer from a friend that sat in a closet for about a year for no reason. I took it home and tried to turn it on and nothing happened. The fans spun up but that was it. No beeps, no nothing. I took the entire thing apart, cleaned it real well and put it back together and the same thing happened. I have tried it with and without the processor, CD drive, and memory (There are no hard drive or PCI cards to remove or replace). Not only that it seems to cripple the CD drive when it's plugged into the motherboard, as in, I plug the power from the power supply into the CD drive and the IDE cable into the CD drive and it's not responsive, but when I unplug the IDE cable it works fine. The same with a standard IDE hard drive I have laying around. It spins up without the IDE but doesn't work with it.

Dunno if the PC speaker works but it must have a beep code to diag it unless you do other diags like swap or motherboard diag board or such.

Test the voltages from the PSU or swap it.

Try to get the board to beep. If it has power and no beep without critical components then get new motherboard.

We suspect the reason it has sat in the closet.

1/3 of highway deaths are caused by drunks. The rest are by people who can't drive any better than a drunk.

So it's the motherboard. I've tried different power supplies and no beeps at all come out of it.
