Computer Does not see extra ram

OS: Win 98
CPU/Ram: 133mhz/40megs

Hi I have this old Everex laptop with 40 megs of ram. The os and the bios only sees 8 megs. The computer has had the 40 megs in it for a long time and would always see the memory up untill today. The computer would the ram all the time. I have not changed or moved anything in the settings. Anybody have any suggestions?

I have a pair of 16mb sticks. I tried reseating the ram but no luck.
