Why couldn't I take out the computer case and put in a really powerful PSU? This way, I would have a quiet, powerful computer. Could I do that?

You could, but the case isn't exactly a great case. I'm not slamming Antec cases. They're decent. But to be honest, there are better cases out there for less money. The reason to buy an Antec case is the power supplies are good from the get go, and often times you don't NEED to get a better power supply than what's in it.
If you want a quiet computer, check out Antec's Sonata series. Newegg is doing that one now for $100 shipped, and it comes with a 380W True Power series power supply, which should fit the bill for any config you want.

it depends what you mean by powerful. if your running xp on 96 megs of ram, i think your money would be better spent on getting more ram.

With that case, it seems you're mostly paying for the power supply. If you have a particular power supply in mind that you'd rather use, why not buy a case that doesn't already have a PSU?
TigerDirect and NewEgg have good selections of cases without power.
